Contracts Manager
Location: Arlington, VA, US

Position Overview:
The Contracts Manager is responsible for customer communication, contract management, change management, and fulfilling contract requirements in accordance with company policies, legal requirements, and customer specifications. The role will provide strong business acumen and subject matter expertise to understand program performance requirements, provide guidance, and influence results in support of company objectives.

Responsibilities:

  • Proactively manage various contracts (government/commercial), including all contract types (e.g., Cost Reimbursement, Fixed Price, FPIF, IDIQ, Time and Material, etc.).
  • Identify and resolve contractual issues; address disputes, questions, and concerns. Respond to complex contracting inquiries in a timely manner.
  • Provide thought leadership and innovative solutions for complex contracting matters.
  • Offer senior contract leadership to integrated program teams and to the Contracts/Procurement Department. Administer complex contract and subcontract activities primarily for U.S. Government customers (predominantly DOD).
  • Provide contract management to meet customer obligations, achieve company objectives, and ensure compliance with company policies.
  • Review and negotiate U.S. Government contracts containing FAR and DFAR regulations.
  • Offer expertise and guidance on the interpretation of FAR and DFAR regulations.
  • Maintain required certifications and representations in the U.S. Government SAM database.
  • Respond to supplier certification requests from customers. Provide leadership and guidance on using DoD systems like WAWF, EWAM, etc.
  • Manage the contract and proposal review process according to the company's Delegation of Authority.
  • Draft, review, and negotiate contract provisions with commercial customers, including international agreements, with oversight by the General Counsel.
  • Generate and maintain Distributor, Consultant, and Services Agreements, as well as Non-Disclosure Agreements.
  • Lead the effort to manage deliverables for contracts (excluding standard purchase orders). Facilitate requests for schedule extensions to minimize penalties for delays.
  • Assist with proposal preparation and final proposal package assembly.
  • Support subcontracts/procurement with reviewing and negotiating non-standard supplier terms and conditions under the supervision of the General Counsel.
  • Lead the effort to effectively flow down FAR and DFAR clauses to suppliers.
  • Manage the Government Property function.
  • Be familiar with U.S. DoD PCARSS system.
  • Serve as the primary contact with customers and external parties concerning contractual matters.

What You'll Need to Be Successful:

  • Minimum of 6-8 years of U.S. Government contracts experience.
  • Sound working knowledge of FAR, DFAR, government contract types, and commercial contracts.
  • U.S. Citizen or U.S. Permanent Resident Status required.

Ideally, You'll Also Have:

  • Experience in administering a Government property system.
  • Proven ability to develop effective and sustainable relationships with customers.
  • Experience leading complex contract negotiations and understanding Government and Commercial terms and conditions.
  • Thorough knowledge of U.S. Department of Defense (DoD) acquisition policy, government contracting principles, and regulations.
  • Strong working knowledge of the Federal Acquisition Regulations (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), and the NASA FAR Supplement.
  • Business acumen with financial understanding of the business.
  • Excellent time management and organizational skills.
